Position Duties andResponsibilities
A. Essential Functions
1.0 Leadership,Coaching, and Mentoring
1.1 Responsible for maintaining the integrity of the physical asset and maximizing the returns from the asset in accordance with the company’s mission, vision, and objectives.
1.2 Promote a culture whereby the Department is delivering the highest level of service to internal/external customers while adhering to CMI’s principles and values.
1.3 Establish intra-department relationships and collaborate frequently with accounting,compliance, and management.
1.4 Provide oversight, leadership, and support to Direct Reports (Regional Managers) and to Indirect Reports (Site Staff) as needed.
1.5 Continually encourage employee professional development to create a fertile environment from which it is easy to hire from within. Identify, coach and mentor emerging leaders whose capacity and personality positions them for future success within CMI.
1.6 Establish and modify training to the needs of employees within the assigned portfolio.
1.7 Communicates with residents and onsite staff if an issue cannot be resolved at the Regional Manager level.
1.8 Review financial performance closely to ensure policies are followed and problem areas are resolved. Prepare executive-summaries where properties are not performing as expected, explaining variances and making changes and recommendations to maximize the property performance.
1.9 Performs regular site inspections of exterior and interior properties within the region to ensure compliance with regulatory requirements and management standards. Assists Regional Manager in identifying capital improvements projects andon-going maintenance needs.
2.0 Special Projects
2.1 Assigned as needed in collaboration with the VP of Property Management.
3.0 Management
3.1 Serve as management’s representation in all aspects of employment through character, honesty, and integrity.
3.2 Assist the VP of Property Management with special projects in order to ensure the long-term viability of assets.
3.3 Develop and maintain effective relationships with government agencies including USDA, HUD, State Housing Finance Agencies, and third-party clients.
B. Additional Responsibilities
Perform other related duties as requested or assigned.
Qualifications and Education Requirements
A. Minimum Learned Skills and Abilities
1.0 Knowledge of affordable housing federal program requirements and procedures to include, but not limited to, USDA RD, HUD and LIHTC Program compliance.
1.1 Proven ability to formulate, document, and implement formal policies and procedures.
1.2 Proven ability to manage multiple, concurrent priorities and easily adapt to constantly changing priorities to meet established timetables.
1.3 Proven ability to demonstrate excellent interpersonal and communication skills (both oral and written).
1.4 Proven ability to demonstrate intermediate proficiency inMicrosoft Word and Excel.
1.5 Proven ability to coach, lead, and supervise multiple Direct Reports.
1.6 Proven ability to provide leadership in overseeing a multi-family housing portfolio including analysis of operations, strategic oversight, and problem solving. 1.7 Comprehensive knowledge of the Fair Housing Amendments Act of 1988, Americans withDisabilities Act, Section 504 of the Rehabilitation Act of 1974, andLandlord/Tenant Laws.

CAHEC Properties Corp (CPC) a non-profit affiliate of CAHEC, is based in Columbia, SC. Through its affiliates, CPC is the Managing Member or General Partner for over two hundred and thirty multifamily affordable housing communities and, in this role, is responsible for the physical and economical oversight of each property. Specifically, CPC is responsible to ensure all applicable compliance is maintained, the physical condition of each property is at a high quality, all local, state, and federal reporting requirements are met, and financial commitments to investors and other stakeholders are maintained. CPC is also responsible for overseeing all property and corporate accounting and finance functions of CPC and its affiliated entities.
